This was the first 9-element plan approved by the N.C. Division of Water Quality under the 319 grant program. Clear Creek is on North Carolina's impaired waters list due to poor biological integrity. The 10-year plan identifies watershed improvement projects needed to address sedimentation associated with unpaved roads and agricultural activities as well as pesticides used in apple orchards and vegetable fields. The objective of the plan is to improve water quality to a level where biological integrity is restored and Clear Creek can be removed from the 303(d) impaired waters list.
